Tasks and objectives

The primary objectives of the Association are:

-uniting organizations, players of the markets of cement production, sales, and consumption;

-assistance in the development of a civilized market of cement production, sales and consumption in the Russian Federation.

The primary tasks of the Association are:

-encouraging the establishment of the fair market principles – establishing equal working conditions for all market players;

-assistance in the solution of tasks, aimed at stabilization and predictability of the Russian cement market;

-assistance in providing a collective positive reaction to the market realia; 

-fighting forgery and unfair competition;

-promotion and arrangement of a favorable image of the Association's members;

-assistance in obtaining new business contacts in Russia and abroad;

-raising the activity standards of the participants of the cement production, sales and consumption in the Russian Federation;

-assistance in improving the Russian legislation in the sphere of cement production, sales and consumption, its meeting the international norms and regulations;

-creating and maintaining favorable conditions for the participants of the market of cement production, sales and consumption in the Russian Federation;

-encouraging the growth of the Russian market of cement production, sales and consumption, increasing its investment appeal and attracting international projects;

-developing a civilized and efficient system of advocating the market players’ interests;

-advocating the rights and legal interests of the members of the Association;

-assistance in securing a balance of interests of the cement production, sales and consumption market players;

-coordination of the activities of the Association’s members in the process of joint projects implementation;

assistance in solving legal and logistic problems of the members of the Association.

For achievement of the set goals and objectives the Association:

-collects and analyzes statistical data on the market and carries out information exchange between its members, provides them with analytics and research;

-elaborates the system of on-line monitoring of fulfillment of duties between the market players; 

-arranges and maintains the informational system of orders collection for cement suppliers and consumers on the Internet;

-introduces voluntary marking of the cement supplied by the members of the Association to oppose forgery and infringement production;

-maintains the register of reliable cement suppliers and consumers and issues certificates;

-monitors minimum and maximum prices for cement in regional markets on the basis of real deals information;

-elaborates and implements the system of mutual assistance for the members of the Association when purchasing or supplying cement;

-elaborates and implements the system of guaranteed privileges when purchasing cement for its consumers;

-makes public appearances with consolidated offers on behalf of the market players in the form of letters, speeches at conferences, and publications in mass media;

-elaborates and adopts ethical principles and regulations of carrying out professional activities of its members, supervises their observation, acts as an arbiter in conflicts resolution between the members of the Association;

-monitors the Russian legislation and legislations of other countries, as well as analyzes projects of laws and by-laws, regulating activities of the industry;

-organizes the work with the regulatory framework;

-offers assistance in cement certification;

-offers assistance in enacting legislative and subordinate normative acts, contributing to the development of the market of cement production, sales and consumption;

-appeals in the prescribed manner against normative acts contradicting the current legislation, as well as against activity or inactivity of the officials, breaking the legal rights and interests of the participants of the market of cement production, sales and consumption, can be a plaintiff or a defendant in court; 

-analyzes developmental trends of the market of cement production, sales and consumption and informs the participants of the industry about the situation in the market;

-provides market players and international institutions with objective information about its activity;

-performs representation and protection of the legal rights and interests of its members in government and non-government institutions, mass media, international organizations, and other third parties in case and in manner required by the legislation;

-elaborates and implements projects and programs aimed at achieving charter objectives;

-performs and reinforces cooperation with government and non-government organizations, whose activities agree with the charter goals and objectives of the Association; 

-participates in conferences, symposiums, seminars, exhibitions, panel discussions on topical issues of the industry;

-performs publishing activities.
